Falls Church, VA—Irving Burton Associates (IBA) has hired Shayne Sullivan as its new Director of Business Development. Sullivan brings decades of experience in winning millions of dollars in business from the federal government.

Retired from the U.S. Air Force where he served as a security specialist, program and training manager, Sullivan was a senior program manager with Northrop Grumman, ACS Defense, and Pearson Analytic Solutions. He led strategic planning at KT Consulting, was Director of Civilian Business Development at Metters Industries, and Capture Civilian Operations Director for Kforce Government Solutions. Before joining IBA, Sullivan was Principal Business Development consultant to Quality Concepts where he helped win over $500 million in IDIQs and over $100 million in single awards in less than two years.
