New Leadership Team Announced for IBA
Falls Church, VA—Irving Burton Associates (IBA) takes great pleasure in announcing the following leadership changes within its Corporate Division in Falls Church, VA.
Mr. Mike Veasey, Executive Vice President of Customer Relations
Mike Veasey joins IBA as its Executive Vice President of Customer Relations. In this part-time capacity, Mike will be responsible for building and cultivating customer relationships, providing senior advisory services to IBA and government customers, and strategically supporting growth and innovative approaches for IBA within the Defense Health Agency (DHA), specifically with the stand-up of the Solution Delivery Division within DHA’s Health Information Technology (HIT) Directorate.
Mike served as the Deputy Program Executive Officer for the Defense Health Services Systems Office from its inception in 2008 until his retirement from the Federal government in 2012. He is a retired Army Colonel with 30 years of distinguished military service in a variety of assignments, including Operations Officer to the Army Inspector General and Chief, Army Promotions Branch. Mike has a Bachelors of Arts in International Relations from Georgetown University and Master of Arts in Public Administration from Webster University. He is also a graduate of the U.S. Army’s War College and the Command and General Staff College.
Mr. Cleveland Cooke, Vice President of Technology
Cleveland Cooke has been promoted to IBA Vice President of Technology. Cleveland joined IBA in 2006, as Lead Developer/Senior Software Engineer for the company’s work with the United States Citizenship and Immigration Service (USCIS) and most recently as IBA’s Technical Lead/Program Manager for the Sustainment Program Application Support (SPAS) contract with the Department of Homeland Security.
In his new role, Cleveland will establish IBA’s technical vision and will guide all aspects of the company’s technology initiatives. He will lead new technology development oversight and product management of IBA’s multiple teams in software engineering, quality assurance, service delivery, enterprise systems operations, mobile apps, and help desk activities.
Cleveland has nearly 10 years of commercial and product experience and previously worked for Blackboard and Hewlett Packard. He served with distinction in the U.S. Navy as an Electronics Technician and has a Bachelors of Science in Electrical Engineering from Old Dominion University.
Ms. Julie Olson, Director of Operations
Julie Olson is now IBA Director of Operations. As Director, Julie will lead, manage, and oversee the IBA contracts assigned to her operational portfolio, including the U.S. Army Medical Research and Materiel Command’s (USAMRMC) Telemedicine and Advanced Technology Research Center (TATRC), the Congressionally Directed Medical Research Program (CDMRP), the Department of Defense’s Office of Diversity Management and Equal Opportunity, DHA’s Portfolio Management & Customer Relations Division within the HIT Directorate and the National Park Service. She will also focus on growth opportunities with existing and/or adjacent customer organizations.
Julie has been with IBA since 2004, and has served various roles including Proposal Manager, Task Manager, Team Lead, and most recently, as IBA’s Managing Team Lead. Her progressive career with the company speaks to her outstanding leadership and customer service qualities. Her promotion is indicative of her continued excellence as a leader and frontline representative of IBA. Julie is a certified Project Management Professional, Certified Scrum Master, and has a Masters of Arts in International Affairs from American University.
Mr. Quinn Smith, Director of Operations
As Director of Operations Quinn Smith will lead, manage, and oversee performance and growth opportunities within one of IBA’s largest customer areas, the Solution Delivery Division within DHA’s HIT Directorate.
Quinn, who joined IBA in 2008, has successfully led the day-to-day operations for IBA’s teams within Solution Delivery for the past three years. This includes serving first as Deputy Team Lead and most recently as Task Manager. IBA clients consistently recognize Quinn for his technical expertise, motivation, energy, and leadership skills as continuously exceeding their objectives.
He is a certified Project Management Professional, Certified Scrum Master, and holds Information Technology Infrastructure Library v3 certification (ITILv3) with 13 years experience managing the design and implementation of secure, global federal infrastructure and system solutions. Quinn has a Bachelors of Science in Finance from Virginia Tech University and a Bachelors of Science in Decision Sciences and Management Information Systems from George Mason University.
